伯恩斯坦：CLARITY 法案收益率妥协条款将强化 Circle 竞争优势
ChainCatcher 消息，伯恩斯坦在最新研报中表示，美国《CLARITY 法案》最新达成的稳定币收益率妥协方案，正结构性利好 Circle 及 USDC 生态。
报道称，法案当前版本禁止稳定币发行方向被动持有者支付与银行存款“经济效果等同”的利息，但允许与真实交易、支付及使用行为相关的奖励机制继续存在。Bernstein 认为，这意味着 Circle 目前依赖 Coinbase 等合作方提供 USDC 奖励计划的模式将获得监管认可，同时也限制了行业通过高收益竞争市场份额的空间。
Bernstein 指出，该法案实际上强化了稳定币“支付工具”定位，而非“存款替代品”，有助于保护 Circle 当前依赖储备收益的商业模式。其继续给予 Circle“跑赢大盘”评级及 190 美元目标价。
数据显示，目前全球美元稳定币总供应量已突破 3000 亿美元，其中 USDT 与 USDC 合计占据约 97%的市场份额。Bernstein 称，USDC 在链上支付及钱包转账中的占比正持续提升，其在 AI Agent 支付协议 x402 中的支付占比已超过 99%。
此外，Bernstein 还提到，Circle 推出的 ARC 链已累计完成 2.44 亿笔测试网交易，其 ARC 代币预售此前融资 2.22 亿美元，投资方包括 a16z crypto、Apollo Funds、ARK Invest 及贝莱德等机构。
不过，报告同时指出，《CLARITY 法案》距离正式生效仍需完成多个立法程序，包括参议院全体 60 票表决及与众议院版本协调等步骤。Polymarket 当前预测其于 2026 年通过概率约为 62%
